JAMMU, Apr 11: Normal functioning in the Government offices was affected as two-day pen down strike by the clerical staff began today on the  call of Jammu Kashmir and Ladakh All Departments Clerical Staff Association, led by Babu Hussain Malik.
During the strike, a protest demonstration was held by the Clerical employees at Udyog Bhawan, near Rail Head Complex. The agitating employees raised slogans in support of their demands, particularly the implementation of agreement on removing pay anomalies of the Clerical cadre.
While addressing the gathering,  Babu Hussain Malik appealed to all the Clerical care employees and other employees of the State Government Departments/ PSUs/ semi-Government organization, to come on a common platform for getting the matter of  Pay anomalies removal settled once for all.
He said that main  burning demand of the Clerical cadre at this moment, is removal of pay anomalies by giving Grade of Rs 4000-6000 to Junior Assistant,  Rs 4500-7000 to Senior Assistant and Rs 5500-9000 to Head Assistant and Junior Stenographers, notionally w.e.f  from 01-01-1996 and  monetarily w.e.f 19-02-2003.
He also appealed the Government to implement the landmark  judgment of the  High Court vide SWP No. 3058/2015, M.P. No. 01/2015 in letter and spirit,  regarding removal of pay anomalies of the clerical cadre at an earliest “It is unfortunate that the
Government bas formed a new committee when already a committee was formed vide Govt. order No. 67-GAD of 2012 dated 19-01-2012, whose report is not known to the clerical cadre till date inspite of  the lapse of more than four years,” he added.
Some of the speakers also highlighted other demands, which include DPC in all departments after every six  months, reorganization of the Clerical cadre  on the pattern of Civil Secretariat,  implementation. of the 7th  Pay Commission, increase of  Medical Allowance and regularization of Daily Wagers/ Adhoc/ Contractual/ Angan-wari workers and Asha Workers.
Those  who addressed the gathering, included Bharat Bhushan, Khurishid Ahmad, Ashok Singh, Javed Akhoon,  Yash Paul Sharma, Meenakshi Sharma, Jaswant Singh, Bharat Bhushan Kotwal, Ansuya Gupta and others.
Similar protest demonstrations cum dharnas were held at district headquarters,  in front of respective District Development Commissi-oner’s office and memorandums regarding removal of Pay anomalies of Clerical cadre were submitted to  the concerned authorities.
