JAMMU, June 14: The normal work in many Government offices remained affected as the clerical cadre employees across the region observed mass casual leave on the second consecutive day today.
The call for two day mass casual leave/ protest programme was given by Jammu, Kashmir & Ladakh All Departments Clerical Staff Association in protest against the non-implementation of agreement dated 10.3.2008 reached between Government through Divisional Commissioner and representative of the Association regarding removal of pay anomalies of clerical cadre of 5th Pay Commission.
In Jammu province various teams led by Ravi Singh Bhau- president, Sukhbir Singh- general secretary, Ravi Kumar- senior vice president, Nazir Ahmad Bhat, Umar Jan, Vipan Kumar, Bharat Bhushan Kotwal, Javed Hashmi, Sarita Wadhera, Qamar Ali Rizvi, Mohd Sharief Zargar, BA Malik, Madan Lal Sharma, Onkar Chand, Rainu Raina, Yash Pal Sharma, Parkash Singh, JR Sagar, Kirpal Singh, Romesh Singh Bhau, Rajinder Singh and others visited various offices in Jammu and found all the clerical cadre staff on protest mass casual leave.
They appealed the State Govt for removal of pay anomalies (5th Pay Commission) while granting the pay scale of Rs 4000-6000 to Junior Assistant, Rs 4500-7000 to Senior Assistant and Rs 5500-9000 to Head Assistant notionally w.e.f. 01-01-1996 and monetary w.e.f 19-02-2003 as has already granting in favour of other cadres.
While addressing the clerical cadre at Panama Chowk, Ravi Singh Bhau and Nazir Bhat condemned the anti- employees and workers policies of the State Government. They said that State Government has not implemented the agreement. Instead of issuing orders the State Government, vide order No. 76-GAD of 2012 dated 16.11.2012 constituted the Pay Anomaly Committee just to delay the things. The Pay Anomaly Committee submitted its report but it was not implemented. Now, again after lapse of much time, the State Government vide order No. 420-GAD of 2016 dated 21.01.2016 constituted another Pay Anomaly Committee which is a another attempt to befool the Clerical cadre. Even the State Government failed to implement the directions given by the High Court regarding removal of pay anomaly.
Reports of similar mass casual leave have been received from various districts, Sub Divisional and Tehsil headquarters.
