Clerical staff threatens pen down strike

JAMMU, July 23: Jammu Kashmir and Ladakh All Departments Clerical Staff Association (ADCSF) has decided to go on pen down strike throughout the State if their long pending demand of removal of pay anomalies of 5th Pay Commission of clerical Cadre were not fulfilled.
The decision in this connection was taken during a meeting of the association held here today. The association said that the dates in this regard will be announced jointly after conducting meeting with the Cadre both in Jammu as well as in Kashmir Provinces.
Sukhbir Singh, general secretary of the association, said that the State Government from time to time made promises for removal of pay anomalies but the same has not been done. He urged Chief Minister and Finance Minister to look into the most genuine demands of the affected Clerical Cadre Employees as they are back bone of the Administrative Sector which needs encouragement by way of removing pay anomalies which have been persisting since long.
The participants said that the Pay anomaly Committee constituted in the year 2012 had already made recommendation in favour of Clerical Cadre, Head Constables, Assistant Sub Inspector and Patwaries but the same was partly implemented in favour of Patwaries and Head Constables, Assistant Sub Inspector, Patwaries by ignoring clerical cadres. “Now issuing a fresh order is just to delay the matter and attempt to befool the Clerical Cadre”, they added.
Ravi Singh Bhau said that the State Government is hood winking the clerical cadre by giving false assurances and compelling the Clerical Cadre to come on the road once again. He appealed the Chief Minister to intervene into the matter so that the pay anomalies of the cadre (of 5th Pay Commission) may be removed while granting the pay scales of Rs 4000-6000 to Junior Assistant, Rs 4500-7000 to Senior Assistant/Steno Typist/ Junior Statistical Assistant, Rs 5500-9000 to Head Assistant/ Junior Stenographer/ Statistical Assistant, notionally with effect from 01.01.1996 and monetarily with effect from 19.02.2003, as has already been granting in favour of other cadres.
