CM delegates powers to Sharma

JAMMU, Mar 27: The Chief Minister Mufti Mohd Sayeed, who is holding the portfolio of Planning & Development, has delegated significant powers to B R Sharma, Principal Secretary of the Department.
According to an order in this regard, Mr Sharma has been delegated 21 powers, which include releasing Revenue & Capital Component of funds in favour of various departments and subordinate offices within the approved plans/sanctioned budget, according administrative approval/ concurrence to all kinds of works/projects under capital expenditure budget up to Rs 7.50 crores, make transfers and promotions of the officers up to the level of Joint Director of J&K Economics and Statistics Organization, etc.
Mr Sharma has also been authorized for release of additionalities and re-appropriation of funds upto Rs 25 lacs in each case in favour of DDCs under District Plan and Rs 50 lacs in each case in respect of the departments under State sector.
Other powers, delegated to the Principal Secretary, include; conveying of results of projects appraisal to the department, delegation of DDO powers in respect of officers of the department under administrative control with concurrence of Director Finance, sanctioning advance drawal upto Rs 25 lacs, withdrawal of GP Fund, deputation of officers up-to the level of Director General, E&S for Government business outside the State, according sanction for issuance of seniority list in respect of Gazetted Cadre of J&K Economics and Statistics Organization, stepping up of pay of the officers/officials of J&K E&SO, issuance of NOC for obtaining Indian passport, referring of cases to GAD, Law, Finance Department for their opinion/ advice concurrence, etc.
Others delegated powers include sanctioning pension covered under rules in respect of Gazetted officers and officials subordinate to Planning and Development Department, all types of leaves other than study leaves in respect of officers up to the level of Director General Economics & Statistics, constitution of survey committees, purchase committees and auction committees, purchase as well as condemnation of vehicles, authorize medical treatment outside the State but within country and sanction writing off of finally irrecoverable value store and stock lost where there is no fraud or negligence.
