SRINAGAR, July 29: The Chief Minister Mufti Mohd Sayeed has delegated some special powers to the Home Secretary with regard to the releasing of funds up to some limit and cases pertaining to purchase of vehicles.
According to Govt order No. 112-Home (Adm) of 2015, dated 28-7-2015; the Home Secretary shall dispose of the cases pertaining to administrative approval in respect of individual works costing up to Rs 4 crore as prescribed in Chapters 4 and 9 Sr No. 1 of the Book of Finance Powers; release of funds (scheme/object wise) authorized by Finance & Planning Departments in favour of Heads of Departments under administrative control of Home Department; sanctioning of advance up to Rs 25 lakh with the concurrence of Director Finance of the Department; delegation of DDO powers in respect of officers of the Departments under the administrative control of the Home Deptt with the concurrence of Director Finance: all advance drawal cases exceeding Rs 25 lakh with the prior concurrence of Finance Deptt; issuance of Govt guarantees with the concurrence of the Finance Deptt, condemnation/ write off of unserviceable store items; sanction of purchase of vehicles with the prior concurrence of the Finance Deptt and authorization of funds in case of Centrally sponsored with the concurrence of Finance department/ Planning & Development Department.
