JAMMU, Feb 11: A delegation of College Teachers Association, led by the president CTA Jammu (Wing) Prof D S Manhas, called on Dr. Asgar Samoon, Commissioner/Secretary Higher Education Department and submitted a memorandum regarding various issues concerning college teaching fraternity.
The Association raised the demand of placement of teachers to the Associate grade, which is pending for a long time now. It was stressed that for the placement to Associate grade, SRO-124 should be implemented prospectively and on pro-rata basis. Further the cases of placement to AGP 7000 and 8000 should be cleared as per SR0124 as has been done in 2015 by the Higher Education Department.
The association also raised the demand of transparent transfer policy and stressed that transfers should be need based and transparent and those teachers who have overstayed their tenure outside home districts should be brought back.
The association also demanded that the college teachers should be appointed on various posts of Controller, Joint Registrar, Assistant Registrar, Dean etc in the recently opened Cluster university. Besides, it was demanded that UGC guidelines should be implemented in toto for creation of post of Professor, enhancement of age of superannuation, change of nomenclature of PTI and Librarians, and introduction of Physical Education and Library Sciences in colleges. The demand of permission for Ph D /Deputation for Pre Ph d course, permission to college teachers to act as Guide/Co-Guide was also raised by the Association.
The Commissioner Secretary went through the memorandum and stated that the department was already in the process of clearing the cases of placements, increment on placement and the case of removal of pay anomaly regarding the increment as per SRO-222.
The Commissioner Secretary assured the delegation that the cases of transparent transfer policy, deputation for Pre-Ph D course, permission to act as guide, representation of eligible college teachers in Cluster University, creation of post of professor for eligible college teachers and introduction of Physical Education and Library Sciences in colleges will be taken up positively.
