College teachers apprise Com Secy Higher Education of their demands

JAMMU, Apr 11: A delegation of College Teachers Association called on Dr  Asgar Samoon, Commissioner/ Secretary Higher Education  Department and discussed some pressing issues regarding placement of teaching fraternity.
The delegation, led by its  CTA president of Jammu (Wing),  Prof D S Manhas,  raised the demand of placement of Assistant Professors in AGP Rs 6000- 7000 grade and explained that as per SRO-124,  there is no mention of API scores for placement of  Assistant Professors in the AGP of Rs 6000 and Rs 7000.
The Higher Education Department has already issued placement orders of about 400 Assistant  Professors vide Govt  order no.195-HE and 196-HE of 2015 dated 23-06-2015 for placement of  Assistant Professors in AGP of Rs 6000 and Rs 7000 without the API score as per SRO-124. ln these placement orders,  the cases which were due after the issuance of SRO-124,  were also cleared for placement by the Higher Education Department, the Association explained and stressed that the Government  has issued order no 161-HE of 2017,  dated 22-03-2017, without the amendment of SRO-124 which is silent about the career advancement scheme for  incumbent college teachers.
Association appraised the Commissioner/Secretary that department has not drafted rules for  Carrier Advancement Scheme as has been done by various State Governments as per UGC. The delegation also raised the issue of the placement to the Associate grade of college  teachers,  which is still pending with the Department.
After listening to the demands of the Association,  the Commissioner/ Secretary directed the Additional Secretary to fix the meeting of DPC on April 18, 2017 , including representative of CTA, and clear the placement cases of Assistant Professors in AGP of Rs 6000 and Rs 7000 . Further,  he  asked CTA to help in framing the draft rules for CAS as per UGC norms. He also agreed in principle that API Scores for Assistant Professors will be implemented from April 2017 onwards on pro-rata basis.
The Commissioner Secretary further informed the Association that select committee for placement to Associate grade has been constituted and file has been sent to the  Minister of Higher Education for approval.
The CTA delegation comprised of  Dr Anil Ganjoo, Dr M S Saini, Dr Twinkle Suri, Prof Hans Raj, Prof Malla Basin, Dr Revika Arora, Prof  Rakesh Sharma, Dr Jagjit Singh and Dr  Narinder Sharma.
