LEH, Feb 18: A committee for Ladakh constituted by State Administrative Council (SAC) under the Principal Secretary (Planning & Development) Rohit Kansal reached Leh today and held a meeting with the LAHDC, Leh at the Council Secretariat under the chairmanship of Chief Executive Councilor (CEC) LAHDC Leh Jamyang Tsering Namgyal.
The meeting was attended by Executive Councillors Agriculture Stanzin Phuntsog and Education Tsering Sandup, Principal Secretary (Planning & Development) Rohit Kansal, Commissioner/Secretary to Government Revenue Department Shahid Anayatullah, Commissioner/Secretary to Government Ladakh Affairs Rigzen Samphel, Divisional Commissioner Ladakh Saugat Biswas, Director General Budget Finance Department Mohd Yaqoob Itoo, Secretary Department of Rural Development & PR Sheetal Nanda, Deputy Commissioner/ Chief Executive Officer Leh Avny Lavasa, SSP Leh Sargun Shukla, Councillors, and HODs.
The main objective of the committee’s visit to Leh was to study on the periodicity of the newly created Ladakh Division and understand and resolve the concerns of the people of Leh and Kargil districts.
The CEC submitted various points concerning the people of the district before the committee such as, creation of the post of Commissioner Secretary rank for the District as Chief Executive Officer LAHDC, where the directorates created must function under the overall control and superintendence of the LAHDCs of both the twin districts of Leh and Kargil.
He further said that the district stands with the Government decision for sanctioned Head quarters of the Ladakh Division at Leh as per the Government SRO-110 and with no modifications to any other location on the facts that Leh is equidistant from all the Sub-divisions/blocks of entire Ladakh region. Also, from infrastructural point of view, Leh is better approachable via both air and road connectivity with the rest of the world. As a matter of fact, Leh has more availability of land for future expansion of headquarter and directorates of all the administrative departments, added the CEC.
Considering the geo-strategic relevance of Leh, Namgyal further advocated for the headquarters in Leh. Stressing on the fact that Leh is already accommodating the multi-ethnic groups of people from all the corners of the Ladakh region, including Kargil, CEC said that having HQ in Leh would be in the great interest of the common mass.
The CEC further stressed on creation of all the posts on the lines of other divisions of the State. In the end, he requested for creation of separate Directorate of Hospitality, Tribal Affairs, Civil aviation among others.
Giving a patient hearing to the points presented, Chairman of the Committee Rohit Kansal said assured that the committee is committed for a fair report considering the long term sustainable development of this region focusing on the promotion of art, culture, handicraft and Pashmina. He further said that they are here to achieve the objectives of divisional status by way of identifying the overall actual requirements of the departments and officers on ground. The committee will work towards equal development of both Leh and Kargil districts, asserted Kansal.
Later, the Committee also held a meeting with the District Officers at DC Conference hall and took first hand information about the power and exercise of major departments in terms of developmental schemes under District and State sector and Centrally Sponsored Schemes, and their fund flow mechanism.
Moreover, the Committee also made a detailed enquiry about procedural issues and administrative problems pertaining to various departments. The Deputy Commissioner/Chief Executive Officer, LAHDC, Leh Avny Lavasa gave inputs on various important issues during the meeting.
