SRINAGAR, May 16: Government today constituted State Level Project Implementation Committee for State Spatial Data Infrastructure Project (SSDI).
According to an order issued by the General Administration Department, Chief Secretary is the Chairman of the Committee while as Administrative Secretaries of Planning and Development, Housing and Urban Development, Tourism, Forest, Agriculture Production, Public Works, PHE, Irrigation and Flood Control, Revenue, Relief and Rehabilitation, Rural Development, Health and Medical Education and School Education Departments are its Members.
The Administrative Secretary of Science and Technology Department is the Coordinating Member while as Director, Environment and Remote Sensing is the Member-Secretary of the Committee.
The Committee will oversee building up of database on socio-economic profiles and infrastructure like road network, health centers, schools, drinking water sources, irrigation facilities, natural resources like land, water, forest, mines and minerals available in the State on the basis of remote sensing data, which would ultimately help in the planning process and monitoring developmental and administration activities in the State.
It would suggest a portfolio of action plan, corresponding measurable objectives and financial requirements for completion of the project in time bound manner, oversee the implementation and coordination between various stakeholder departments for timely completion of the project and build institutional relationships to create a community of data-sharing stakeholders.
The Committee would review the progress from time to time to ensure better planning and monitoring of the project, assess capacity building and up gradation of infrastructure from time to time as per user needs, assess needs of the line departments and make them aware of capabilities of geo-spatial databases in planning and decision making, facilitate the collection and compilation of information for spatial data activities from varied sources, assist in the developmental and adoption of common standards and definitions for data elements, data content, format and accuracy for spatial data for use by all agencies.
It will reduce duplication of efforts among agencies, improve quality and reduce costs related to geographic information, to make geographic data more accessible to the public, to increase the benefits of using available data, and to establish key partnerships with other institutions, organizations and States etc.
The Committee will also suggest ways of imparting special policy focuses on development sustainable use of geo-spatial databases, make recommendations for an effective and efficient paradigm for SSBI for the State based on a National Science and Technology policies and taking into account the issues related to institutional, legislative and enforcement structures.
The Committee may also propose policy and administrative measure to ensure that the SSDI effectively result in the desired focus on the police properties in the State.
