Community hall fronting protected monument

How building constructions in the State are very often allowed either without proper permissions from the competent authority or such permissions are granted in gross violation of certain existing laws, can be observed by how a commercial building has been allowed to be constructed in front of a protected monument in Srinagar. It pertains to a community hall ‘allowed’ to be erected up to two floors in Hawal area of old city of Srinagar.
It is reported that the construction of the building was started last year and no steps have so far been taken to stop further construction and to pull the structure down. How can, in the instant case, rules of the Archives, Archaeology and Museums Department be violated which prohibits any such construction within a diameter of 100 feet from the protected monument which in the instant case is a shrine named after Sayyid Muhammad Madani? It seems unbelievable that the foundation stone of the building is reported to have been laid in presence of Srinagar Municipal Corporation officials by former MLA Abid Hussain Ansari last year with the name of Alhaj Aga Syed Mustafa Almosvi Alsafvi Community Hall.
