Kindly refer to news item “Army, Para-military martyrs kin in J&K to get all benefits” published in DE, 15th Oct 2016.Presently, J&K Government was granting EX-Gratia grant of Rs 5 Lakhs to the families of martyrs Army/Para military Forces personnel who get killed within the territorial jurisdiction of the state of J&K in military related incidents. There was also a provision under Rule 2(iv) of SRO 43 of 1994 that a member of the Armed Forces not above the rank of Junior Commissioned Officer or a member of Para-military forces of equivalent rank who is permanent resident of the state and is killed while discharging the duties in connection with law and order in the state or as a result of enemy action on the line of Actual control/International Border is considered for Government job.
While fighting with the militants/ insurgents and nexalites some military/paramilitary forces are martyred during the operation outside J&K state. But the families of such Armed Force/Para Military Forces personnel were not given any compensation in this regards which was inviting the attention of the State Govt through different channels. Daily Excelsior had also exclusively carried out the stories on the plight of the Army and Para-military personnel of J&K martyred within the state or outside. One of the victim families had categorically stated that Government has everything for the surrendered militants but not for the martyrs fighting for the national unity and integrity. She had maintained that SRO 43 was her right but state government deprived them of that too.
Since independent India has fought three wars of 1962,1965 and 1971 in addition to carrying out other Army /Para military forces operations against terrorists, nexalites and insurgents and so many jawans of the state were martyred but no scheme to compensate the families of these martyred was formulated despite raising this issue at different forums for all these 69 years. Thanks to the present dispensation of PDP-BJP coalition Government that cabinet has decided to extend benefits to families of Army and Para-military force personnel of Jammu and Kashmir, who attain martyrdom in J&K or outside will get Rs 15 Lakhs cash relief and a Government job under SRO-43 as is given to J&K police martyrs. All those leaders of different political parties, NGOs and social organizations who were raising this issue of grant of compensation and other benefits to the families of Martyred deserve appreciation.
