Funding beyond June will be very difficult: MD
Several works dropped due to poor progress, other issues

JAMMU, June 7: Jammu and Kashmir Infrastructure Development Finance Corporation (JKIDFC) Ltd has directed the concerned departments to complete Languishing Scheme projects of last Financial Year (FY) by ending current month as funding of projects beyond June 2023 will be very difficult except under extraordinary conditions.
Official sources told EXCELSIOR that review of the projects which have been delayed beyond 3rd Revised Timeline although due for completion before April this year was taken by Prashant Goyal, Managing Director of Jammu and Kashmir Infrastructure Development Finance Corporation Ltd few days back.
After detailed review of each of such projects, the Managing Director issued directions for fast-tracking the completion of all the projects under Languishing Scheme especially which were due for completion in the previous Financial Year (2022-23) having timeline for completion as March 31, 2023 or earlier but yet not completed.
“The Managing Director conveyed to all the concerned departments that funding of projects beyond June 2023 will be very difficult except under extraordinary conditions”, sources said.
Giving details of certain projects, they said that 88% progress has been achieved on construction of 28, one BHK flats at Lower Muthi Jammu by Estates Department and now Project Implementing Authority has conveyed to Managing Director of JKIDFC that project will be completed within next three months.
After reviewing the projects of Health and Medical Education Department, the Managing Director directed the New Type Primary Health Centre Ramnagri, which has attained 64% completion till date since its approval in Languishing Scheme of JKIDFC should be dropped from funding. Likewise, direction was issued for completion of Primary Health Centre Watnard by ending this month as only 15% work is pending.
About Primary Health Centre Lander, it was directed that funding for the project should be stopped immediate as project cannot attain financial and physical closure before ending this month in the light of the fact that only 30% work has been completed. Similar direction has also been issued in respect of NTPHC Soibugh which cannot attain financial and physical closure before ending current month.
As far as Udhampur Campus Academic Block (University of Jammu) is concerned, the Managing Director of JKIFC directed that remaining 11% work should be completed by ending current month so that project is closed in a time bound manner.
In respect of Housing and Urban Development Department, the JKIDFC has directed the Project Implementing Authority to complete remaining 10% work on Bus Stand Ganderbal by ending current month and submit bills subsequently.
About project namely Drilling, Development, Stabilization and Commissioning of New Irrigation Tube Wells in Jammu, Samba and Kathua districts, the Irrigation and Flood Control Department submitted that 90% work has been completed and remaining 10% shall not be required due to land issue. Accordingly, Managing Director of JKIDFC directed that the project should be foreclosed.
As far as projects of Jal Shakti Department are concerned, it was submitted that physical progress of Water Supply Scheme Gulabgarh is very low due to which the project cannot be completed in the specific time-frame. Likewise, Water Supply Scheme Churanda Batgran has been recommended for dropping from funding under JKIDFC due to the reason that the project is sub-judice and is pending before the court for decision.
Similarly, Water Supply Scheme Bandipora has been recommended for dropping from funding due to the reason that the project is sub-judice for quite long time. Water Supply Scheme Rakh-i-Silvat has also been recommended for dropping.
The Public Works Department informed the Managing Director of JKIDFC that three projects—Ramnagar to Chatrari road, Mantalai to Dudu road and Thial to Chountra Mata road have not been completed regarding which a report will be submitted to JKIDFC. In respect of three more projects, it was submitted that same will be completed by ending current month.
Finally, the Managing Director of JKIDFC directed all the concerned departments to submit report justifying the reasons for delay in completion of the projects. They have further been directed to complete remaining projects before ending June and in exceptional cases by July 2023.
