Composite ranking of 9 districts improves, declines in respect of 8 distts under DGGI

JAMMU, June 17: The composite ranking of nine districts of Union Territory of Jammu and Kashmir has improved in District Good Governance Index (DGGI) 3.0 as compared to 2.0 while as ranking of eight districts has witnessed decline and three districts have maintained the ranking. However, the ranking of districts through DGGI has changed perception of the public towards governance and also built up confidence in Government policies.
As per the comparison of composite rank 2.0 and 3.0 released by the Government, Jammu, Srinagar, Rajouri, Bandipora, Anantnag, Udhampur, Kupwara, Kathua and Poonch districts have improved their ranking while as ranking of Budgam, Pulwama, Doda, Ganderbal, Shopian, Kishtwar, Kulgam and Reasi has declined. However, Samba, Baramulla and Ramban districts have maintained their ranking in DGGI 3.0 as compared to 2.0. In both the Index they have maintained 2, 11 and 18 ranks respectively.
Jammu district’s composite ranking has improved from 6 in DGGI 2.0 to one in DGGI 3.0; Srinagar’s ranking improved from 9 to 3; Rajouri district’s from 10 to 4; Bandipora’s from 13 to 5 and Anantnag district’s from 17 in DGGI 2.0 to 6 in DGGI 3.0.
Budgam’s ranking has declined from 5 in DGGI 2.0 to 7 in DGGI 3.0; Pulwama’s declined from one to 8; Doda’s from 3 to 9; Ganderbal district’s from 8 to 10; Shopian’s from 4 to 12. However, Udhampur’s ranking has improved from 15 to 13; Kupwara’s from 19 to 14; Kathua district’s from 16 to 15. The composite ranking of Kishtwar district has declined from 12 to 16; Kulgam district’s declined from 7 to 17 and Reasi district’s declined from 14 to 20.
Stating that ranking of districts through DGGI has changed perception of the public towards governance and also built up confidence in Government policies, the Government said that districts are improving their performance by peer learning and assimilating the ideas of other districts with the close coordination and discussion.
“District administration is continuously making efforts to improve the performance in governance through various interventions which ultimately results in efficient and improved service delivery mechanism”, Government said while disclosing that Rajouri district has completed pending houses under PMAY scheme within given timelines with targeted approach and by putting in extra efforts and regular review of the scheme.
Similarly, Doda and Bandipora districts have focused to improve the tourism sector by organising various events including Melas/Camps, Winter Sports, Rafting and Paragliding as a result of which tourist footfall increased substantially.
The districts of Anantnag, Jammu, Samba, Ganderbal, Ramban and Rajouri have shown improvement under public health parameters like institutional deliveries, full immunization, Ayushman cards etc by organising special camps and outreach programmes etc.
Srinagar and Kathua districts have shown improvement in disbursement of financial assistance under self-employment schemes due to synchronized interventions like creating awareness among the youth for promoting self employment through public outreach programmes
“The interventions like collection of door to door garbage in urban areas, segregation of solid & liquid sold management, providing of dustbins has improved the sanitation facilities in urban/rural areas of Rajouri, Anantnag, Ganderbal, Kishtwar, Reasi and Samba districts due to which people have been provided access to improved sanitation facility”, the Government said.
As per the District Good Governance Index, the districts of Anantnag, Budgam, Jammu and Srinagar achieved growth in the Industrial & Allied Sector as the district administration streamlined the registration of MSME units and commercial establishments.
The districts of Bandipora, Rajouri, Pulwama, Ganderbal, Doda, Jammu, Ramban, Samba and Anantnag have initiated many governance initiatives like regular and time bound redressal of grievance and initiating online services for ease of the general public etc.
“Good Governance is an important factor in promoting holistic development and district being a basic unit of field administration and governance is implementing various programmes and innovative projects for the wellbeing of citizens, thus measuring their performance becomes important for the Government”, an official spokesman said, adding the objectives of DGGI are to assess the status of governance which encompasses administrative, economic, social, environmental, legal/judicial and other essential criteria; to enable healthy competition and peer learning among the districts resulting in good governance and to bridge gaps in performance by assessing the impact of various interventions at district level.
The first edition of DGGI of Jammu and Kashmir was released on 22nd January, 2022 while as second edition of DGGI 2.0 (2021-22) was released on 4th October 2022.
