JAMMU, Mar 27: A comprehensive approach and inclusive planning is required to ensure return and rehabilitation of displaced community from Kashmir back in Valley. Any effort to dilute the issue by superficial tactics of shifting focus will be counterproductive.
Girdhari Lal Raina, former MLC and spokesperson of BJP, accompanied by Dr. Pardeep Mahotra, Media in charge, J&K BJP, said this during a press conference at party Headquarters here, today. He was reacting to the discussion on this issue in the State Legislative Assembly recently.
First and foremost, requirement is discussion with the stake holders. Government if serious, must enter into a dialogue with the leadership of the displaced community to understand and address their fears, apprehensions and aspirations, he added.
Raina emphasized the need to differentiate between political migrants and the displaced community. Their concerns, worries and difficulties are altogether different. The displaced community particularly the religious minority of Hindus has been uprooted socially, economically and culturally. Their return and rehabilitation has to comprehensively address all these aspects as is laid down under norms.
Besides, safety, dignity and security the reintegration with the milieu without compromising their individuality and community identity is paramount. Seriousness of the Government will depend upon the steps taken in this direction, Raina asserted.
“Illegal encroachment of immovable property, both individual and community is also troubling the displaced community earnestly. Distress sales of encroached property also need to be handled in appropriate manner,” he added.
Raina asked the Government to ensure that respite and assistance provided by the Central Government to needy and genuine migrants-irrespective of religious distinction- is not stolen by seasonal migrants-who have not abandoned their homes and enjoy benefits of migration also. He also demanded overhauling of Relief Organization to make it more people friendly.
