Srinagar, May 25: Deputy Chief Minister Dr Nirmal Singh today said a comprehensive plan has been framed to deal with militancy and violence in Kashmir and assured its positive outcome.

Speaking to reporters here on the sidelines of musical event at Sher-e-Kashmir International Conference Centre (SKICC), Dr Singh when asked about the increasing militancy, particularly in South Kashmir, said: “A comprehensive plan has been prepared to deal with militancy and violence. Its results should not be seen through one or two incidents. It is a comprehensive plan and it’s results will be positive. I am sure there will be peace and law and order in Jammu and Kashmir.”
The Deputy Chief Minister also backed Major Gogoi for his action of tying a man to jeep in central Kashmir’s Budgam district on April 9 and said the matter should not be politicised.
“There should be no politics on it. Major Gogoi showed his presence of mind to save lives of people including polling party, Jammu and Kashmir Police personnel who were there and he adopted a way (of tying man to jeep) and it should not be given any colour. If there would have been any fire, many people would have died, be they from stone-pelters or polling party (by stones). So he adopted a way that time and it should be seen from that perspective,” he said.
Asked about repeated ceasefire violations along Line of Control, the Deputy Chief Minister castigated Pakistan, saying “it has evolved into a terrorist State”. “Prime Minister Modi invited SAARC leaders and Prime Minister Nawaz Sharief at the time of his oath ceremony. Thereafter Modi visited Afghanistan and then directly to Lahore to congratulate (Nawaz on his grand daughter’s marriage ceremony).
“He made efforts (for friendship). As former PM Atal Bihari Vajpayee had said in SK Stadium that we can change friends but not neighbours and a neighbour should be a good friend. On similar lines, he made efforts but in return there was Pathankot attack. In Uri, our soldiers were beheaded and presently also they are being beheaded,” he said.
Dr Singh while referring to Pakistan said when a nation doesn’t want to hear the language of peace and “only understands language of gun then for sure India is big nation, a large democracy…” He said the problem of terrorism is not India’s problem alone but of entire world. “It is the issue of humanity. So those who talk (in language of gun and terror) then they are dealt in the same way,” he said.
Dr Singh said the Pakistan has “braced itself for destruction and it wants to create same situation here so that when its own house is on fire, it wants to see neighbouring house to be on fire as well”. “I have been twice to Pakistan and over 95 percent people want peace there too. But the political establishment there has weakened a lot and the way the (Pakistan) army, the ISI has evolved into a terrorist state is extremely unfortunate. They (Pakistan) should understand and resolve issues by sitting down mutually (with Pakistan),” he said.
The Deputy Chief Minister, however, said those who talk of peace and dialogue, “our doors are always open for them”. He said that India is ready to talk to Pakistan on the basis of past agreements. “We have Shimla agreement, Lahore agreement and talks will commence on the basis of these agreements only,” he said.
