JAMMU, Oct 16: The J&K unit Aam Aadmi Party (AAP) has urged upon the State Administration to conduct BDC elections in the State in November 2019.
Addressing a press conference here today, National Council Member S. Deep Singh deliberated at length over the political scenario in the State especially with reference to Block Development Councils elections in the State. Singh strongly assailed the dispensation at the helm of affairs under Presidents rule for pushing and bulldozing the BDC elections in a hush-hush manner without making suitable amendment in the J&K Panchayati Raj Act or without waiting for a week’s time till the formation of Union Territory so that on Ist November 2019 all the Central laws including 73rd & 74th amendments of Indian Constitution could automatically get extended to the UT’s of Jammu, Kashmir & Ladakh.
Senior AAP leader Ram Singh Chouhan expressed great dismay and surprise that since 1992, when 73rd & 74th amendments in Indian Constitution were passed by the Parliament, all opposition parties in general & BJP in particular, cried loudly for extension of these amendments in J&K state. But sadly, when BJP came to power at the Centre with President’s rule in the state, the BJP under a well- knit plan to grab the posts of Chairman in the Block by declaring the elections to be held on Party basis knowingly that all other political party leaders except BJP are under detention or under house arrest.
Singh said as per Government figures 12062 posts of Panches are vacant,1057 Panchayats have only one Panch or Sarpanch, which mean many Panchayats are incomplete and 50% of the Blocks don’t have regular BDO’s. This clearly shows that 64% electorates of electoral college for chairman election are not available and thus this election is nothing short of a complete fraud which is tantamount to murder of democracy.
The AAP leaders were severely critical of new Motor Vehicle Act made applicable in J&K state, saying in the garb of strict action against the erring Vehicle drivers, the Government has claimed that during 2019-20 the revenue realization on this account shall cross over Rs one lakh crores. They also criticized installation of Toll Plaza at National Highway at Sarore and described it a state sponsored money minting check post to give benefit to its blue eyed contractors.
