Confederation demands evidence based delimitation

JAMMU, Jan 6: All India Confederation of SC/ST/OBC Organisations has demanded rule and evidence based delimitation in Jammu and Kashmir.
Talking to reporters here today, State president of the Confederation, R K Kalsotra said that in this connection, a memorandum has been sent to Amit Shah, Union Home Minister, Girish Chandra Murmu – Lt Governor, UT of Jammu and Kashmir, Dr Jitendra Singh, Minister of State, Member of Parliament (Udhampur), MP Jugal Kishore Sharma, Sunil Arora, Chief Election Commissioner, Dr Vivek Joshi, Registrar General & Census Commissioner, India, Shailendra Kumar, Chief Electoral Officer, UT of Jammu and Kashmir and Ladakh, LG Prasanna Ramaswamy, Director of Census Operations.

Kalsotra said that Government of India intends to conduct a delimitation of constituencies in the Union Territory of Jammu and Kashmir. He said the delimitation should not be conducted on the basis of the faulty census carried out in 2011. Everywhere in India, the population share of SCs has increased over time. The population share of Scheduled Castes in Jammu and Kashmir’s population has been decreasing.
He further added that in 1991, census could not be conducted in the state. The population share of SCs was 7.6 per cent as per the 2001 Census. The share declined to 7.38 per cent in 2011. This is contrary to the trend observed across the country. On the other hand, the STs of Jammu and Kashmir have not been given reservation in assembly until now.
Kalsotra said that the present Government’s commitment to address historical wrongs, the weaker sections would like to appeal that delimitation should be postponed until after a clean census is conducted in 2021 and STs are given reservation in the assembly. Any fresh delimitation of seats should be based on rules and evidence for current population share on the basis of census 2021, he added
