JAMMU, Apr 7: Prime Minister Narendra Modi today charged the Congress with not implementing the Constitution of India fully in Jammu and Kashmir which was drafted and prepared by Baba Bhim Rao Ambedkar saying it was enforced by the BJP Government. He also took a pot-shot at Congress president Mallikarjun Kharge though without naming, for questioning him on talking about scrapping of Article 370 of the Constitution of India, in Rajasthan.

Addressing a massive election rally at Nawada in Bihar, Modi wanted to know whether it was wrong to talk about abrogation of Article 370 in Rajasthan and Bihar. “Isn’t Jammu and Kashmir an integral part of India”? he asked.
Accusing the Congress of not enforcing the Indian Constitution fully in Jammu and Kashmir, which was drafted and prepared by Baba Bhim Rao Ambedkar, the Prime Minister said that Congress had only been taking the pledge in the name of Ambedkar to act by the Constitution
“Perpetual continuance of Article 370 in Jammu and Kashmir was against the letter and spirit of the Constitution. The INDIA bloc talks a lot about the Constitution. Their leaders should tell the people why they could not implement the Samvidhan of Baba Saheb Ambedkar fully in Jammu and Kashmir. Why did it take a Modi to do so?” he asked.
Modi came down heavily on AICC president Mallikarjun Kharge, without naming him, who recently objected to raising the issue of abrogation of Article 370, by BJP leaders, during poll campaign in States like Rajasthan saying the post of the national president of the Congress is not a small thing and their leader thinks Article 370 has nothing to do with Rajasthan.
“Is Jammu and Kashmir not an integral part of the country? His thinking showed the mindset of tukde-tukde gang,” he said.
Pointing out that security personnel from all over the country, including Rajasthan and Bihar, have laid down their lives fighting terrorists in Jammu and Kashmir, the Prime Minister said “their bodies have reached their native places wrapped in tricolour”.
“I had promised to scrap Article 370 and it was done by the NDA Government in 2019 “, the Prime Minister said and asked whether he did any wrong in fulfilling his promise and scrapping Article 370? Whether it was wrong to talk about Jammu and Kashmir in Rajasthan, Bihar, or any other part of the country?” he further asked.
Modi said that youths of Bihar and Rajasthan had sacrificed their lives while defending the border of the country in Jammu and Kashmir.
“I wonder what hostility the Congress has towards popular sentiments. Its leaders did not turn up at pran pratishtha even though the grand Ram temple at Ayodhya was constructed with donations made by the common people, not with Government funds,” the Prime Minister said.
He said when some of the Congress leaders came out in favour of the Ram temple at Ayodhya they were expelled from the party. This was a veiled reference to Acharya Pramod Krishnam, who was sacked by the party after he criticised it for skipping the event.
The PM also said that while his Government boldly acted against “anti-women” practices like ‘triple talaq’, the Congress and its allies were busy denigrating Sanatan Dharma.
Modi was also visibly pleased when the Bihar CM predicted a 400-plus tally for the NDA.
The PM said, “All surveys show that we are heading for a massive victory. Some may wonder why I am still working so hard. I am not one who would rest on his laurels. I was born into a poor family and will not rest until I wipe out poverty from the country. The first 10 years of my Government have been a trailer. Our growth engine is on the runway. It must now take off.”
