Cong, NPP, CPI, PC, others criticize new Domicile Law, term it betrayal with youth

JAMMU, Apr 2: More political parties have criticised the Union Government for bringing the new domicile law for J&K and demanded its immediate revocation.
Accusing the BJP Government of having betrayed the trust of the people of J&K, Harsh Dev Singh, chairman JKNPP and former Minister today described the newly enacted Domicile Law as an obnoxious piece of super imposed legislation. By throwing open the J&K employment avenues, except a part of Class IV jobs to the outsider states, the BJP led Government had caused the greatest disappointment to the educated unemployed, said Singh while talking to media persons here, today.
This is the greatest disservice to the youth of J&K, in fact, a dacoity committed upon the rights of the youth of the erstwhile State, Singh said, adding that the Government move would be opposed tooth and nail.
Reminding the BJP of the tall promises made by its leaders post Article 370 abrogation of protecting the rights of educated unemployed youth of J&K, Singh regretted that the actual delivery had been in inverse proportion to the articulation of the said promises.
Criticising the Union Government for new Domicile law, the CPI (M) senior leader and former MLA, Mohammed Yousuf Tarigami said the new law is another hoax of Bharatiya Janata Party (BJP) leadership with the people of J&K.
In a statement issued here, today he said it had escalated fears among the residents of J&K losing not only jobs but also land to outsiders post revocation of Article 370 that granted J&K special status. He said according to new order, domicile certificate is required for jobs upto level 4 only while other posts including gazetted and non gazetted are open for all citizens of India. After some time majority of such posts will be held by non locals, he added.
He said 15 years and 10 years cap as has been put in 3A the new Domicile Law is primarily meant for the children of security forces personnel and other Central Government employees. It means after five years they may need to settle them here, he added.
Former Minister and MP Madan Lal Sharma while criticising the new Domicile Law in J&K said it has jeopardized the present and future generations of the youth of the State. The youth of the State were largely dependent on Government jobs as there are not many big industries in J&K to provide any private job to them, he added.
He said the BJP and all its leaders were time and again misguiding the public and giving false assurances that even after removal of Article 370 the jobs and the land of the local people will be safeguarded but the new domicile law has exposed all their claims.
Former Minister and senior Congress leader, Mula Ram and DCC president Hari Singh Chib lambasted the BJP Government at the Centre for betraying the mandate of the people of J&K by introducing the new domicile law. In a statement issued here, today Mula Ram while condemning the new law termed it as sheer injustice and betrayal with the youth of J&K. He asserted that the J&K BJP leadership had assured the youth for safeguarding their rights but introducing of such law at this juncture when the entire country is passing through a crucial time due to the deadly disease is unfortunate.
Senior vice president of J&K Peoples Conference and former Minister, Abdul Gani Vakil while expressing his concern over new Domicile Law demanded that the same be immediately rolled back as it is against the interests of the poor people of J&K.
In a statement issued here Vakil said the newly introduced law is a cruel joke and it is in no way a step towards healing touch and to create goodwill in the minds of the people. Keeping the posts open for all India youth is injustice with the J&K youth, he added.
National Students Union of India, (NSUI) national president, Neeraj Kundan while strongly reacting to the discriminatory Domicile Law introduced for the UT of J&K said it is a betrayal with the youth of UT as they will not be able to get the upper grade Government jobs because of this high competition.
He said the BJP Government had promised the youth to provide them with the better opportunities of getting jobs after scarping the Article 370 , now by limiting the Domicile provision only for fourth grade jobs the BJP Government has shown their true colours.
Reacting over the recent notification of the Central Government that only posts carrying a pay scale of not more than Level -4 (25500) under the UT of J&K is reserved for J&K Domicile holders, National Students Union of India (NSUI) J&K vice president, Parkash Singh Dadwal today said that entire unemployed youth of J&K are crying against the decision. “The Government has sold the dreams of students and unemployed youth by brining the new Law”, he added.
All PoJK 1947 Sharnarthis Intellectuals Forum, president Advocate Amrik Singh and general secretary, Surjit Singh while commenting on the new Domicile Law have made an appeal to both Prime Minister, Narendra Modi and Union Home Minister, Amit Shah demanding grant of five years relaxation to Jammu youth by not opening the jobs to all India competition in the UT as the youth of Jammu at this time are unable to face the competition due to the 30 year long turmoil.
In a joint statement issued here, today they said the youth of Jammu during last 70 years were also deprived of Government jobs due to domination of Kashmiri leadership and corruption and nepotism that prevailed in the erstwhile State where the jobs were given on pick and choose basis to their own kith and kin while the deserving were ignored. They said with the abrogation of Article 370 a hope had been generated among the genuine youth of entire J&K who had no God fathers in politics to get a fair deal but by opening the jobs at all India level these youth can’t get a fair chance. They requested the Union Government to keep the new law in abeyance for five years at least.
Congress leader Salman Nizami today said that he will move to the Supreme Court to challenge the Domicile Law. In a tweet Nizami said Domicile Law is a direct attack on the identity of J&K as BJP has no plan to respect the dignity of the people of the J&K. Terming the law as shameful it tears into the social, economical and cultural fabric of the UT, he added.
Vice president Youth Wing J&K PDP Varinder Singh Sonu has also criticized the Domicile order and termed it as a casual attempt, cosmetic in nature to hoodwink the people of J&K and a casual exercise carried out at bureaucratic level without taking aspirations and expectations of people into considerations.
Criticising the new Domicile law Sunil Dimple president, Jammu West Assembly Movement termed it a long Corona Virus for J&K to deprive the youth of the UT from seeking Government jobs now.
In a statement issued here, today he said the people of the J&K never voted BJP for Domicile missile and this way the party has made fun of “Sabka Sath Sabka Vikas”.
Criticising the new law, Dr A C Bhagat chairman, Lok Adhikaar Mission, J&K said BJP led Government at New Delhi befooled the people of J&K especially youth with this order. He said this order is not at all acceptable even to a single individual of the J&K and the same is more dangerous than Corona virus for the people of the UT.
OBC Department of Pradesh Congress Committee has also condemned the Domicile provisions. Addressing the media State chairman OBC Department of J&K PCC, Advocate Suresh Kumar Dogra criticized the new law issued for J&K by Union Government for Government jobs as well as for the residents of J&K. He termed it is totally betrayal with the youth of J&K who was promised job security by BJP after scrapping Article 370.
P.L. Sharma, Advocate (Jandrore-Ramnagar) presently Honble High Court at Jammu has criticized Union Government for introducing new employment policy for local youths whereunder local youth shall get only lowest non gazetted posts, i.e Jr. Asstt Peon & Constable and taking their fundamental right for gazetted posts.
Before abolishing article 370 all the posts (Gazetted & non-gazetted) were reserved for local youths. The union Govt has further laid condition that a youth who is of 15 years resident having domicile certificate & appeared in 10+2 exam can apply for said lowest class posts of 4-level. Thus the local youth have been denied to apply for gazette posts in the state. As such the Govt has snatched their fundemantal right to compete for gazette posts.
Sharma has appealed to Union Government to immediately withdraw the decision failing which the youths reserve the right to fight for their cause.
Former Minister and senior leader of the Jammu and Kashmir National Conference Qamar Ali Akhnoon has termed the Center’s domicile law as another ‘betrayal’ with the people of Jammu Kashmir and Ladakh. In a statement, he said that taking opportunity from the global pandemic center has tried to impose another law of domicile in Jammu and Kashmir, which is totally unacceptable for us. He also demanded immediate release of all political leaders.
Veteran Congress Leader and former Member Parliament, Dharmpal Sharma has said that the new domicile law jeopardises the rights of the youth of Jammu Kashmir and needs immediate withdrawal.
Reacting strongly to the development, the veteran Congress leader termed the same as anti youth which will deprive the present and future generations of their valuable right to Government employment.
He said the youth of J&K never expect this kind of treatment from the government and the BJP leadership always gave them false assurances to protect their right to jobs and land.
He said the youth would suffer a lot and the new domicile Law only facilitates the outside candidates rather than protecting rights of local youth. The youth shall oppose it tooth and nail in the days to come as there is large scale resentment all around.
He called for immediate withdrawal of the new domicile law and complete protection of the rights of youth in jobs.
