Cong walkout in Assembly, Council

SRINAGAR, Oct 9: After four days of ruckus, the proceedings of the Legislative Assembly were peaceful today with Congress walking out of the House briefly.
The opposition members from both National Conference and Congress were present in the House and the Question Hour was conducted for the first time during the current session as per normal practice.
As soon as the House started the proceedings, Congress MLAs rose on their feet and demanded that Speaker, Kavinder Gupta, suspend the Question Hour for discussing the security situation in the State.
However, the Speaker ruled that he has disallowed the adjournment motion moved by the Congress members, who insisted that the issue of security be discussed as it was of importance of the entire State.
However, the Speaker refused, prompting the Congress members to stage a brief walkout from the proceedings. They later returned to take part in the proceedings of the House.
When some of the members were interrupting during the Question Hour and raising their issues, Chief Minister Mufti Mohammad Sayeed stood up and said: “Question Hour is Question Hour. You take it after Question Hour.”
In the Legislative Council the opposition Congress staged a walkout after Chairman Legislative Council (LC) disallowed their adjournment motion over the establishment of All India Institute of Medical Sciences (AIIMS) in State.
As the proceedings of the Upper House began at 11 AM, the Congress MLCs Ghulam Nabi Monga and Jugal Kishore stood from their respective chairs and sought the suspension of Question hour. While Monga was seeking discussion over AIIMS on his party’s behalf, Jugal Kishore raised the issue of ongoing tensions in Udhampur where bovine carcasses were found yesterday.
Jugal Kishore said that the situation in Udhampur is “very tense” and claimed that “conspiracies” are being hatched to stoke communal tensions. However, Chairman Anayat Ali told the MLC that he would be given time in zero hour and urged him to sit own.
On the other side, Monga reminded Chairman that his party has submitted the adjournment motion over AIIMS and sought suspension of routine business. But the Chairman didn’t suspend the Question hour prompting Congress MLCs stage a walkout. However just after 4 minutes, the Congress MLCs returned to House.
As the Question Hour was underway, NC MLC Dr Shehnaz Ganai demanded that her question over flood victims should be taken up in House but as she got no response she walked-out in protest.
The anti-beef ban Bills that were moved by two NC MLCs, Bashir Ahmad Veeri and Qaiser Jamsheed Lone couldn’t come up in House as Chairman cited “time constraint and Friday congregation prayers”. The ruling coalition MLCs including those from BJP also cited the same reason and repeatedly insisted that the business hours could not be extended “as today is Friday and prayers are to be offered”.
Besides two anti-beef ban Bills, eight other Bills also couldn’t were also not introduced.
