Consider diploma holders for promotion to post of XEn: HC

JAMMU, Nov 1: High Court has directed the Principal Secretary, Power Development Department and Power Development Commissioner to consider the diploma engineers for promotion to the post of Executive Engineer.
The direction was passed in a petition titled Sukhdev Singh and Others Versus State.
After hearing Advocate C M Koul for the petitioners, Justice Janak Raj Kotwal observed, “petitioners admittedly don’t possess the requisite experience as provided under Schedule to Jammu and Kashmir Engineering (Gazetted) Service Recruitment Rules, 1978 for their promotion to the post of Executive Engineers reserved for diploma holders”.
“They, therefore, seek benefit of decision taken by the Government Vide No.PW/R&B/Adm/22/2011 dated July 17, 2012 whereby provision for relaxation in experience has been provided for”, High Court said, adding “petitioners also state that similar benefit earlier has been given to the diploma holders in Public Works Department vide Government Order No.41-PW (R&B) of 2013 dated February 14, 2013.
Accordingly, Justice Kotwal issued four weeks notice in the main as well as in CMA. In the meantime, as ad interim, subject to objections, respondents shall accord consideration to the grant of benefit to the petitioners as per the decision dated July 17, 2012 for their promotion to the post of Executive Engineer in the quota of diploma holders.
