Nearly seven thousand individual and community bunkers’ additional cost of construction shall be borne by Union Ministry of Home Affairs in border districts of Rajouri and Poonchwith a view to avoid further delay in the start of the work. Since the finance part , the vital one, is taken care of by the Central Government, the State, as such has planned to construct around 1000 bunkers during the current month itself. Whether the fixed deadline would be met by the State Government remains to be seen, now.
It is pertinent to note that although work on construction of such bunkers, both individual and community ones, was started in Jammu, Samba and Kathua districts well in time and large number of them have already been constructed , yet not a single bunker has been constructed anywhere in Rajouri and Poonch districts. This was largely on account of very poor response to the exercise of repeated floating of tenders by the Roads and Buildings Department which has been selected as the Nodal Agency for this task. It will not be out of place to point out that two things played spoil sports here, that of the apprehensions of un-assured timely release of payments to the contractors usually and second, higher rates quoted as compared to the standard ceilings fixed by the Union Ministry.
Since in such works of utter sensitive nature, delays can result in problems of unspecified form, the Central Government has, therefore, rightly taken the initiative . We hope that all the bunkers in these two districts shall, now be constructed well within the timeframe fixed by the Union Government.
