Contractual Lecturers in J&K

Sir,
With reference to Dr A C Bhagat’s write up “Contractual Lecturers in J&K”, I am surprised to see whether Education Sector is on priority list of J&K Govt or not.
With one after the other decision towards uncertainty in school and Higher Education Departments I do not see things moving in progressive direction. When SRO 202 of 2015 was issued. It was only for Non-Gazetted Category of employees, but surprisingly the Direct Recruited PSC School Lecturers were made victim of this unjustified SRO and all other Gazetted Categories were kept out of it. Morever education zones were sanctioned decades ago, but only one post of Zonal Education Officer was sanctioned and till now these zones are working with attachment of staff from here and there. There is no recruitment of teachers for the last more than five years against many vacant posts. Similarly hundreds of posts of school lecturers are vacant for direct recruitment. The serving and retired officers are bitterly crying for their regularisation. The Cabinet of erstwhile J&K State took out decision to revoke SRO-202 from 10+2 PSC selected lecturers but the Cabinet decision to do justice with teaching community was nullified by SAC of the present Govt.
Lastly I would like to say that the teachers have suffered at the time of every Pay Commission. There is no time bound mechanism to redress the grievances of teachers. In every announcement it is told that teacher will get better working conditions being the builder of the Nation. It is an established fact that no adhoc arrangement can do justice with teaching-learning process. There is no accountability of such a loose arrangement in the process where you have to shape future generation of a Nation. The demands of contractual lecturers are genuine and Govt should implement the terms and conditions promised to them at the time of their appointment.
