JAMMU, July 27: Government today ordered demotion of a Government employee, who has been facing corruption charges.
An order issued by Social Welfare Department, Jammu and Kashmir, said that Mohammad Ramzan Dar, at present Head Assistant in District Social Welfare Office (DSWO) Kupwara, has been demoted to the rank of Senior Assistant, for allegedly preparing the service book of an illegal appointee Nazir Ahmed Mir, then Orderly, ICDS Langate.
Pertinently, sanction for prosecution was accorded against the accused Dar, then Senior Assistant in DSWO Kupwara, for commission of offences punishable under section 5(1) (d) r/w 5(2) of the Prevention of Corruption Act Samvat 2006 and sections 120-B, 201 IPC in case FIR number 37/2014 registered at Police Station VOK (now ACB).
After the registration of FIR, the GAD directed Social Welfare Department to initiate departmental action (RDA) against the accused with directions to conclude the enquiry by January 31, 2021, and examine the case of Nazir Ahmed Mir, Orderly, ICDS, Langate, for removal from Government service by November 30, 2020. Accordingly, Dar was placed under suspension and services of Nazir Ahmed Mir were terminated.
Later, Director Social Welfare, Kashmir, was appointed as Inquiry Officers to conduct an in-depth inquiry on the basis of report of Vigilance Organization, Kashmir (now ACB) and reply to articles of charges submitted by Mohammad Ramzan Dar.
The inquiry officer accordingly submitted his report in 2022, establishing the charges against the delinquent official.
Keeping in view the seriousness of the charges against the delinquent officials, the competent authority approved imposition of penalty of reduction in rank to a lower post i.e. Senior Assistant in favour of Mohammad Ramzan Dar after consultation with J&K Public Services Commission and after issuing show cause notice to the delinquent official.
Later, after taking up the matter for consultation with Secretary, Public Services Commission, and after perusing the reply of Dar in reply to a show cause notice, the Social Welfare Department accorded sanction to the imposition of penalty of reduction in rank to lower post i.e. Senior Assistant in favour of the delinquent official, Mohammad Ramzan Dar.
