Corruption creeps into culture

Now it is the J&K Cultural Academy that comes under the scanner of the Vigilance Organization. Cultural Academy is supposed to preserve and promote the indigenous culture of the people of the State. Those at its helm are naturally the officials who have imbibed the spirit of cultural finesse. But what has been reported proves the reverse of it. The Academy is blamed of de-culturization. Vigilance sleuths have initiated probe against 74 appointments made during the period of 2006 to 2008. Reports are that the records of around 50 appointees of Class IV category have been seized so far and the process was still on. If what has trickled down in the media is true, one can say that these appointments have been made illegally and in contravention of the rules. One wonders whether the Secretary of the Cultural Academy was the final authority for making the appointments through backdoor entry? There are other officers in the bureaucratic hierarchy who are concerned with matters like recruitment, promotion etc. The Chief Minister happens to be the Chairman of the Academy. How come that a Secretary misused his powers and made appointments in violation of the rules set forth for recruitment in State services. The Vigilance Organization should make a thorough probe. Besides identifying the culprits, it should also make clear-cut suggestions to the Government of what changes and reforms are needed in the case of appointments and promotions so that the norms are set for future guidance.
