Jammu, Feb 5: Principal Sessions Judge Jammu RS Jain today rejected the bail application of one Babu Ram who had swindled lacs of rupees from innocent and poor people on the name of providing jobs for their kith and kin.
According to the police case the complainant submitted that in the year 2013 the accused Babu Singh alias Babu Ram met with the complainant and given an impression that he is/was serving in the office of DIG Udhampur Range which have another wing in the force where recruitment can be made of unemployed youth from outside the State on the pattern of central forces and further impression was given an impression that he was personal assistant to the DIG. The accused induced the complainants that he was the member of the selection committee and are short of eligible candidates for recruitment of constables in the department has to be prepared by him on the pattern of Central Government. That the accused assured the complainants to got the sons of the complainants recruited in the police department and demanded to pay an amount of Rs.6,65,000/ and Rs. 7.00 lacs respectively. Since the sons of the complainants who were unemployed and the recruitment is to be made in the centre police as the impression was given by the accused to make the payment with the assurance after making the payment as stated above the sons of the complainants would find place in the selection. On this police registered case.
While rejecting the bail application, Principal Sessions Judge Jammu RS Jain observed that when the Country is facing huge economic crisis on account of numerous scams which are having a disastrous impact on the state efforts to stabilize the economy of the country, then under the given circumstances the social and economic offences stand on a much graver footing in respect of punishment and a serious view has to be taken of such offences which show a distressingly growing tendency. If serious economic offence is alleged to be committed by the applicant/ accused which adversely affects the public and society at large, then discretion cannot be exercised, for if such offences are viewed lightly, then the confidence of the public in the Institution of Justice would be shaken. In so far as the accused is concerned, a number of victims have been cheated so far (whose complaints are reported to have been received) and the investigations conducted so far reveal that the cheated amount runs into about Rs.54 lakhs which amount is yet to be recovered. Hence, in this background, no indulgence can be granted to the applicant / accused Babu Ram and his bail application is hereby dismissed.
