JAMMU, Dec 26: Sub Judge/ Special Railway Magistrate Jammu Parvaiz Iqbal today rejected the closure report of police in the much publicised cheating and impersonation case against Superintendent of Jail Rajni Seghal and Vinod Kumar. Moreover, the court has directed the IGP to take departmental action against the Investigating Officer and constitute Special Investigation Team.
“The present case is a glaring example of defective investigation and the lapses in investigation are not innocent but clearly blameworthy”, the court observed, adding “there cannot be more bizarre conclusion to this investigation. Strangely enough, IO has shown scant regards for vital evidence concerning the core issues under investigation”.
“Further, the OP in order to give reprieve to the involved persons has manipulated the outcome probably with the hope that his manoeuvring of facts and distortion of the outcome will escape the scrutiny of law”, the court further said.
The court directed that a copy of this order shall be made available to IGP Jammu to appraise him about the sorry state of affairs vis a vis the investigation of important cases where the investigating officers ex facie get influenced and commit culpable lapses by their sheer negligence.
The court after detailing the flaws in investigation directed SSP Jammu to constitute Special Investigation Team (SIT) headed by officer not below the rank of SP to conduct further probe in view of the involvement of high ranking police officers. “SIT shall complete investigation within three months time”, the court further directed.
