Srinagar, June 1:
The State High Court has asked the Principal Government Medical College Srinagar to fill up vacant posts in the Government Psychiatric hospital and improve the hygienic condition of the female wards.
A Division Bench of the High Court comprising Chief Justice MM Kumar and Justice Hasnain Masoodi directed Principal GMC Dr. Rafiq Ahmad Pampori that the 14 vacant posts should be filled up within six weeks.
The Court further directed the Principal that the hygienic condition of the Female Ward should also be improved in six weeks.
It further observed that Principal GMC in its affidavit has given contrary suggestions regarding the details of gazetted staff in the hospital.
It has been observed that the daily out-patient rush to the hospital is around 150, but out of sanctioned staff strength of 26, 14 are lying vacant.
With regard to the paramedical staff, the Court observed that three posts-professor, lecturer and registrar- are lying vacant in the hospital.
The Court was responding to a Public Interest Litigation titled Advocate Javaid Iqbal versus State filed in 2005.
The petitioner had also sought the Court’s intervention regarding inhuman conditions of patients at the Psychiatric Hospital and failure of the Government in providing proper mental health services and mental health attention to the patients.
It had also sought directions to enquire into working and functioning of the hospital, officials running it and also appalling and unacceptable conditions of inmate patients, their living conditions and daily diet provided to them.
The Court also observed that the sufficient food is not being provided to the patients.
