H&ME Deptt takes 8 yrs to approve draft rules

JAMMU, Mar 4: A long period of even eight years is not sufficient for J&K Government to fill 2093 Non-Gazetted posts created in Government Medical College and Hospital (GMCH), Jammu.
According to sources, the State Cabinet vide its decision number 93/05/2010 dated 29-03-2010 and Government Order No 223-HME of 2010 created and sanctioned 2093 posts for GMCH Jammu for smooth functioning of every unit/department.
The Government had then decided that the posts shall be borne on Plan Budget for a period of 5 years and it shall be ensured that every unit/department is made fully functional within one year. However, even after eight years of creation, these posts are yet to be filled.
“What to say of fulfilling these posts even the authorities did not frame recruitment rules for these posts and remained silent for about 7 years,” sources said, adding the authorities of Health and Medical Education Department woke up from their deep slumber in March 2017 when they asked Principal GMC Jammu to furnish draft rules for the newly created posts.
Sources said, accordingly the GMC Principal vide her letter number AHJ/2017/199 dated 24-04-2017 submitted draft rules for these newly created posts under 20 categories/units of GMC and its Associated Hospitals but the Administrative department vide its Order No 34 dated 11-01-2018 accorded approval to the framing of recruitment rules for the posts falling under only 10 categories and left posts under other 10 categories which include Neurology department, Sterilization unit, Social Worker unit, Museum unit, Mechanical unit, Dialysis unit, Audiometry unit, Dermatology department, Sanitation unit and Computer Section.
They said among 2093 posts created by the State cabinet in 2010, three posts were of EEG technicians (one each in SMGS Hospital, Super Speciality Hospital and Psychiatric Hospital) and one EMG Technician, one EMG Technician Supervisor and one EEG Technician (tech) Supervisor post in Super Speciality Hospital, Jammu but all these posts of EEG Technician, besides EMG Technician and EMG Technician Supervisor are lying vacant.
“The lone EEG Technician Supervisor is giving his services in two hospitals i.e SSH Jammu and SMGS Hospital for last about one year after the retirement of former EEG Technician Supervisor, Subhash Tidyal while as EEG labs of GMC and Psychiatrist Hospital are lying closed for a long time due to fault in EEG machines there,” sources informed and regretted that whenever EEG Technician Supervisor goes on leave, the patients suffered badly.
Sources said due to this criminal delay on the part of the Health and Medical Education Department, in filling these posts, the patient care is suffering badly and the worst sufferers are the people affected with Neuro diseases as all the three posts of EEG Technician, EMG Technician and EMG Technician Supervisor are vacant.
Principal, GMC Jammu, Dr Sunanda Raina, when contacted said that last year she submitted draft rules for these posts to the administrative departments but it is not known to her as to why the Administrative department approved draft rules only for some posts and not all.
Principal Secretary, Health and Medical Education Department, Atal Dulloo, also expressed ignorance when asked about the reason for such a long delay in filling 2093 non-gazetted posts in GMC Jammu. “I am not aware of the matter but will look into it,” he added.
