Cross-border terror incidents: India seems to be back to pre-2008 days: Congress

NEW DELHI: Congress today asserted that the previous UPA government followed more effective anti-terrorism approach and pointed out that ”under the present NDA regime, the country seemed to be back to pre-2008 days with Pakistan–state or non state-, is back as the source of terrorism”.
“We seem to be back to pre-2008 days..,..the Pak state or non-state is back as the source(in terror incidents)”, the opposition party observed in a tweet posted on its official page quoting former Union Home Minister P Chidambaram.
Elaborating on the point, the party said “since 26/11, there have been 4 major attacks, all executed by Indian-bred terrorists..,..no proven Pak connection..,..that difference vanished since 2015”, “Attacks in Gurdaspur (July 27, 2015), Udhampur (August 5, 2015) and Pathankot (January 2, 2016) have been traced back to Pak”, it stated in another post.
“Under UPA, there was 95 per cent reduction in cross-border terror incidents that have increased by 9 per cent in the present NDA regime”, the party said.
“Its a fair inference that foreign office, defence & internal security establishment haven’t noted this change and haven’t been talking to each other”, it observed.
”There was no sign of a single command and control in Pathankot..,..Defence Sec Corps re-employs retired jawans”, the party said pointing to security arrangement while countering terrorists attack at the air base. “Best message of reassurance to a shaken & sceptical nation will be to notify the NCTC”, the party quoted its leader Mr Chidambaram as saying. While holding Home portfolio in the previous UPA Government Mr Chidambaram had mooted the idea of the National Counter Terrorism Center(NCTC) as a federal agency to deal with terror incidents but that could not be implemented in the want of adequate support from states. “Had reflected on National Counter Terrorism Centre for months..,..we had engaged with experts.., ..(I) was convinced NCTC was an imperative”, Mr Chidambaram said.
