JAMMU, Nov 21: Chief Secretary, B B Vyas, today reviewed the progress of implementation of the Public Financial Management System (PFMS) and Direct Benefit Transfer (DBT) scheme with Administrative Secretaries, Divisional Commissioners and all Deputy Commissioners.
Divisional Commissioner, Kashmir and Deputy Commissioners participated in the meeting via video conferencing.
Implementation of DBT with respect to all Central Sector and State Sector Schemes was discussed in the meeting. It was informed that State DBT Portal has been registered and is active.
Chief Secretary impressed upon the Administrative Secretaries and Deputy Commissioners to expedite the implementation of the PFMS and DBT scheme. He said PFMS & DBT will improve programme administration and management and ensure transparency and accountability in the use of public funds.
DCs were asked to monitor on weekly basis i.e every Tuesday, the progress in regard to Aadhaar seeding, data validation of beneficiaries across all schemes and uploading of beneficiary data on the PFMS and State DBT Portal besides sharing the details with the State DBT Coordinator i.e Director Budget in the Finance Department.
Further, Administrative Secretaries were asked to nominate departmental Nodal Officers for PFMS/DBT implementation by tomorrow.
For addressing capacity building requirements across all departments and at the district level, Chief Secretary asked the Finance Department to depute expert teams to both the divisions for 4 days starting from 28th November, 2017. These experts will train the nominated Nodal Officers and other officers at the District, and Divisional levels in regard to various aspects of the PFMS/DBT implementation. One such expert team will also provide training at the Secretariat level.
Meanwhile, Chief Secretary held a video conference with Divisional Commissioner Kashmir, DC Leh and DC Kargil to review various issues relating to Ladakh region including winter preparedness.
Principal Secretary Home, Principal Secretary to Chief Minister, Commissioner/ Secretary, Revenue and other senior officers attended the meeting.
Various aspects of winter preparedness in Ladakh region including status of stock and supply of essential commodities, availability of electricity, status of road and air connectivity etc were discussed in the meeting.
Chief Secretary also reviewed the implementation of Border Area Development Programme (BADP) in Leh and Kargil districts and status of outstanding land issues in both the districts including vacation of land in Lower Khurbathang plateau by Army.
A high-level team headed by the Chief Secretary is scheduled to visit Ladakh next week to take stock of the implementation of various developmental and welfare programmes in Leh & Kargil districts. The team will also interact with Hill Development Councils and Defence authorities to address outstanding land issues such as transfer of Khurbathang plateau in Kargil.
