Transfer of power to Panchayats

SRINAGAR, May 25: In order to ensure actual operationalisation of Panchayats, the Committee constituted by the Government under the chairmanship of Chief secretary Madhav Lal met today and reviewed the follow up action taken by various departments in devolving funds, functions and functionaries to the Panchayats to enable them to function as units of self Government.
The committee held detailed deliberations regarding streamlining the entire decentralisation mechanism and detailed out component wise role allocation, resource allotment and quantum and nature of works to be carried at each level. It also dwelt on the aspect of functional jurisdiction of each tier of Panchayat vis-a vis various state and central schemes and how resources could be effectively dovetailed to carry out various developmental works.
Chief Secretary received appraisal of Health & Family Welfare, Revenue, PWD, PHE, Industries and Commerce, Rural Development and Social Welfare Departments and the modus operandi being followed by each department in this regard.
The meeting was attended by Principal Secretary Finance M.I. Khanday, Principal Secretary Planning and Development B.B. Vyas and other Administrative Secretaries.
