Custodians of human rights working in ‘inhumane’ conditions

JAMMU, Feb 15: Shocking it may sound but it is a fact that custodians of human rights are performing their duties in inhumane condition in Jammu and Kashmir due to non-serious approach of their senior officers.
This can be gauged from the information furnished by none else than the Police Department in reply to an application moved under Right To Information Act.
On one side Union Government is laying stress on providing toilet and drinking water facilities to the people in every nook and corner of the country particularly in the remote areas under its various schemes, the Police Department of J&K has failed to provide these facilities to its personnel even in the urban areas of the State.
According to the reply, 48 Police Posts and 14 Police Stations are without toilet facility while as 49 Police Posts and 23 Police Stations are lacking drinking water facility, which otherwise is basic amenity for the survival of human beings.
Notwithstanding such a large number of Police Posts and Police Stations lacking toilet and drinking water facilities, the Public Information Officer of Police Headquarters, Jammu, Rajeshwar Singh, who is also AIG Personnel said, “the facilities like providing of drinking water and toilets is the prime priority of the department and the same is projected under Annual Action Plans in phased manner”.
He, however, evaded direct reply about the department having any proposal under which these Police Posts and Police Stations would get these facilities in time bound manner.
Had these facilities been getting the priority attention as stated by the PIO, such a large number of Police Posts and Police Stations were not crying for drinking water and toilet arrangements, official sources regretted.
“These Police Posts and Police Stations are mocking at the tall claims being made by the top officers of Police Department about modernization of facilities under the financial assistance being provided by the Union Ministry of Home Affairs”, sources said.
It is pertinent to mention here that there are 215 Police Stations which include 11 Police Stations of Railway, 2 of Women, 2 of CID, 2 of Crime Branch, 1 Tourist and 4 AHTU besides 178 crime Police Posts and 108 Border Police Posts sanctioned and functioning in the state.
On the question of procedure being followed for designation of Model Police Posts and Police Stations and the authorities competent to make such declarations, the PIO simply said, “the information in this regard can be provided by the respective PIOs of the Zonal Police Headquarters Kashmir/ Jammu”.
