JAMMU, July 19: In a Public Interest Litigation (PIL) filed by Summit Nayyar seeking security of court complex, Division Bench of State High Court comprising Justice Alok Aradhe and Justice Sanjeev Kumar has issued certain directions to the Government.
When the matter was taken up, Senior Additional Advocate General Wasim Sadiq Nargal submitted that in compliance of the order dated June 9, 2017, a team of four additional traffic constables has been deployed to ensure vehicles of the advocates as well as litigants and general public are parked only in the parking space.
He further submitted that Senior Superintendent of Police Traffic has written to the President of the Bar Association asking him to ensure that all the members of the Bar Association park their vehicles at the parking space which has been specially built for this purpose.
“An estimate of Rs.1.95 crore for construction of wall has already been prepared and sent to the Planning Department by the Law Department. The proposal in turn has to be sent by the Planning Department to the Finance Department”, Senior AAG said.
Upon this, Division Bench directed Planning Department to process the proposal forwarded by the Law Department within a period of ten days from today and submit the same to the Finance Department. “On receipt of such a proposal, the Finance Department shall examine the same and disburse the amount required for construction of wall within a period of two weeks from the date of receipt of such a proposal”, the DB said, adding “similar decision shall be taken with regard to installation of CCTV cameras and for release of the amount for construction of an alternate road as per the cost component already worked out by the R&B Department in the comprehensive security plan which has been placed on record”.
Division Bench further observed, “in order to regulate the entry of the persons who visit the premises of the High Court, B S Salathia, President of the Bar Association shall apprise this court on the next date of hearing with regard to issuance of e-cards to the members of the Bar Association as well as suggest measures for regulating the entry of the litigants”.
