JAMMU, July 15: In a Public Interest Litigation (PIL) filed by Viklang Chattra Trust regarding better care of old age home inmates, Division Bench of State High Court comprising Justice Tashi Rabstan and Justice Bansi Lal Bhat today directed Secretary, Social Welfare Department to appear in person on July 31 to tender his explanation vis-à-vis order dated February 6, 2014.
When the PIL came-up for hearing, Division Bench observed, “in terms of order dated February 6, 2014 Secretary Social Welfare Department has filed compliance report”, adding “from the plain reading of the compliance report, it comes to fore that Secretary Social Welfare Department has not complied with the direction in letter and spirit”.
“Specific direction was issued to him to furnish the details of allocation of funds, utilization of funds, number of beneficiaries under various schemes and mechanism to ensure that the funds are utilized for those for whom allocation has been made”, the DB said, adding the report does not satisfy the court direction.
After hearing Senior Advocate Sunil Sethi with Advocate Veenu Gupta appearing for the PIL whereas Senior AAG Gagan Basotra for the State, DB directed Secretary Social Welfare Department to appear in person on July 31, 2014 to tender his explaination vis-à-vis order dated February 6, 2014.
