JAMMU, Dec 7: Division Bench of the State High Court comprising Chief Justice Gita Mittal and Justice Tashi Rabstan today expressed displeasure over the non-constitution of District Societies for Prevention of Cruelty to Animals (SPCA) in all the 22 districts of the State of Jammu and Kashmir despite the assurance and undertaking given by Senior AAG Seema Shekhar on October 11, 2017.
“Despite repeated reminders by the State Government as well as by the petitioner no action has been taken till date and in view thereof, the Divisional Commissioners Jammu and Kashmir are given last opportunity to comply with the directions issued by this court vide order dated October 11, 2017 within a period of four weeks from today, subject to payment of costs of Rs 1000 each to be deposited in the Advocate’s Welfare Fund”, the DB said.
Earlier, when the contempt petition filed by SAVE (Save Animal Value Environment) an NGO working for welfare of animals through its Chairperson Devinder Kaur Madaan alias Rumpy Madaan came up for hearing, Advocate Sheikh Shakeel Ahmed appearing for the petitioner submitted that vide judgment dated October 11, 2017 passed by the Division Bench the State Government was directed to constitute District Societies for Prevention of Cruelty to Animals (SPCA) for all 22 districts of the State and this action was to be undertaken by the Divisional Commissioner Jammu and Divisional Commissioner Kashmir.
He further submitted that GAD has sent numerous reminders to Divisional Commissioner Jammu as well as Divisional Commissioner Kashmir to constitute the District Societies and also to get these societies registered under the Societies Registration Act but both the senior officers of the State have taken the directions of the court casually.
