JAMMU, Aug 14: In a Public Interest Litigation (PIL) filed by Arif Mushtaq and others seeking registration of FIR against Managing Director and General Manager J&K State Cooperative Agriculture & Rural Development Bank for backdoor appointments, Division Bench of State High Court comprising Justice Dhiraj Singh Thakur and Justice Sanjay Kumar Gupta today issued notice to Chief Secretary, Commissioner Secretary Cooperatives Department, Registrar Cooperative Societies, Director Vigilance and others returnable within 2 weeks.
In the PIL, prayer has been made for issuance of directions to Director Vigilance to register a criminal case against the Managing Director and General Manager J&K State Cooperative Agriculture & Rural Development Bank and various others officers including Board of Directors. The petitioners have also sought directions for appointment of an independent Administrator for the bank so that during the course of investigation, the Managing Director, General Manager and other officers of the Bank cannot exercise their official powers to hoodwink the investigation and are not able to manipulate the records.
After hearing Senior Advocate Sunil Sethi with Advocate Ravi Abrol for the PIL, DB issued notice to Chief Secretary, Commissioner Secretary Cooperatives, Registrar Cooperative Societies, Director Vigilance and others returnable within two weeks.
