JAMMU, Sept 18: In a Public Interest Litigation (PIL) filed by two practicing lawyers Ajay Bakshi and Tariq Rasool Wani highlighting the failure of the Government to deal with the situation caused by the unprecedented floods especially in Jammu region, Division Bench of State High Court comprising Justice Virender Singh and Justice Dhiraj Singh Thakur today issued notice to Chief Secretary, Commissioner Secretary Revenue Relief and Rehabilitation, Commissioner Secretary PHE, Irrigation and Flood Control, Divisional Commissioner Jammu and concerned Deputy Commissioners.
Advocate Ajay Pal Singh appearing for the PIL submitted that districts of Jammu, Rajouri, Poonch and Reasi were the worst affected by the floods leading to the loss of life, loss to property and live stock etc. However, no help in the shape of cash assistance, medicines, food and clothing has been provided to those who have severely suffered on account of these floods.
Despite having received enormous amount of money from the Prime Minister’s Relief Fund and despite lapse of more than 10 days, the State has yet not risen to the occasion to deal with the miserable condition of the people in these areas, Advocate Singh said and expressed apprehension regarding the pilferage during the disbursal of cash assistance to the flood affected people.
After hearing both the sides, DB issued notice to Chief Secretary, Commissioner Secretary Revenue Relief and Rehabilitation, Commissioner Secretary PHE, Irrigation and Flood Control, Divisional Commissioner Jammu, concerned Deputy Commissioners, which were waived by Senior Additional Advocate General Gagan Basotra.
The DB directed that by the next date of hearing, Senior AAG Gagan Basotra, shall file an affidavit stating therein the steps taken by the State in providing relief to those affected by the devastation caused by floods in these districts.
