DB’s directive on appointment of SHRC Chairman, Members

JAMMU, July 19: Division Bench of State High Court comprising First Puisine Judge, Justice Ramalingam Sudhakar and Justice B S Walia today directed the Senior Additional Advocate General to file status of issue relating to appointment of Chairman and Members of the State Human Rights Commission (SHRC).
The direction was passed in a Public Interest Litigation (PIL) filed by an NGO—Voice of Rights.
After hearing Advocate Deepika Singh Rajwat for the PIL whereas Senior AAG Seema Shekhar appearing for the State, DB directed Senior AAG to file the status of issue relating to appointment of Chairman and Members of SHRC and directed Registry to list the PIL on July 26.
The petitioner, President of ‘Voice of Rights’ Deepika Singh Rajawat submitted that since 2011, State Human Rights Commission (SHRC) is headless as Justice Bashir-ud-Din was the last Chairman. Despite the lapse of almost five years the respondents have not given heed to appoint Chairman of SHRC.
Interestingly the Commission has become defunct with all its members having retired from their services. The overall strength of SHRC, which looks into human rights violations in J&K, is five, including four Members and the Chairman. The absence of Chairperson and the Members of the Commission is creating hindrances in the normal functioning of the Commission.
