DDB decisions getting raw deal: Harshdev

JAMMU, Aug 28: National Panthers Party chairman and MLA Ramnagar Harshdev Singh has criticized the Government  for the alleged raw deal being given to the recommendations and decisions taken in various District Development Boards (DDBs)  meetings.
In a press statement issued here today, the NPP leader regretted that  despite a lapse of five months of the current financial year, the minutes of the decisions taken in various DDB meets have neither been issued not approved by the concerned authorities.  He said that with the approvals of the minutes of such DDB meets having been in-ordinately delayed, the planned works under the District Plans for 2013-14 could not be taken up for execution.
Mr Singh alleged that it was only the spill over schemes of previous year where some nominal activity was discernible but the works prioritized for current year had not been even started with the working season in hilly and remote areas almost coming to an end. He said under such circumstances, it was practically impossible to ensure execution of works in hilly and far-flung areas which get snow bound after a couple of months.
While criticizing the ruling coalition for its alleged negligence  and apathy displayed towards the development related issues, the NPP leader said that the Government has consistently been under attack for eroding the sanctity of DDBs. He alleged that the decisions taken by the Government in such meets in consultation with the  elected representatives including MLAs and MLCs are either dishonoured or their  implementation is inexplicably delayed thus depriving the ultimate beneficiaries of the benefits of development. He alleged that during current financial year, the Government has failed to initiate works on roads, bridges, hospitals, dispensaries, school buildings and other public utility works finalized under District Plans due to non-approval of minutes. Likewise, no planned works under MGNREGA for 2013-14 had been started thus rendering the panchayats defunct. He also alleged that Government failed to release funds under the schemes like NABARD, NRDWSP, UIDSSMT, IDSMT, PYKKA, NRHM, IHSDP, SCA to SCP besides many other schemes. He pointed out that Govt does not seem to have learnt any lesson from its lapses of  previous year in which it lost more than Rs 2000 crore of the Central plan assistance.
