DDC expresses concern over delay in construction of school buildings

REASI, Oct 4: District Development Commissioner Reasi, Dr Shahid Iqbal Choudhary today reviewed progress of various developmental works under RMSA and SSA and expressed serious concern over delay in construction of school building in remote areas.
He issued directions to Chief Education Officer for compiling details of all 532 under progress cases for registering FIRs against defaulters and members of Village Education Committees as well as contractors.
PWD is constructing 23 schools under RMSA out of which 13 in Reasi Division and 10 in Mahore Division. It was informed that 9 schools will be completed in Reasi and 8 in Mahore before March as tendering process is near completion and works have been taken up in many cases.
The DDC directed the CEO to withdraw the funds in respect of all 274 SSA Schools, 40 Primary Schools, 10 Head-Master Rooms, 474 Girls Toilets and 15 differently abled friendly toilets and keep at the disposal of Assistant Commissioner Development for construction of schools under convergence for which a proposal has already been submitted to Chief Secretary and Administrative Secretary Education Department.
He also issued instructions for lodging FIR against all such VECs which failed to take up construction after entering into agreement with ZEO. Chief Education Officer has been asked to furnish details of teachers responsible for delayed constructions so that losses could be recovered from their salaries.
Show cause notices are also being issued to all ZEOs and VECs for explaining reasons for delay in constructions and not signing agreements in time. In order to ensure that no land disputes casts shadow on construction of schools, CEO and ACR were directed to complete revenue papers of land before the construction job is assigned to PWD or RDD.
The meeting was attended by ACD Joginder Rai, ACR Tilak Raj Shastri, CPO Girdhari Lal   SE PWD  P S Sehgal, X-En PWD Mahore and Reasi, CEO, ZEOs, AD P&S and other officers.
