‘Erring officers didn’t visit model panchayats’

KISHTWAR, Oct 18: The District Development Commissioner (DDC) Kishtwar Rajesh Kumar Shavan has called explanation from 19 officers of the town after they allegedly failed to visit the Model Panchayats allocated to them to see the working of their departments and achieve the set indicators of the development.
As per reports, under the unique model of governance, the DDC Kishtwar has taken several schemes to the ground level and then is getting their social audit conducted in order to ensure their benefits are reaching the deserving beneficiaries.
As such, he had directed the District officers to conduct the visit of the model panchayats in their area once in a week and the Sub Divisional/Block officers were directed to cover two panchayats in a week and the circle officers/sub division officers thrice a panchayats in their area.
The rest of the grass root level officers were directed to be in their model panchayats every day to ensure the developmental indicators are achieved to saturate every scheme, be it central or UT Government level.
The deployed officers/officials were also tasked with training all officers and officials to enhance their capacity.
It was also given to the officers that in case it was not feasible for them to be in one panchayats they can opt for the adjoining panchayat.
For instance, if water is not available in one panchayat, the authorities won’t press the fisheries to have fish culture in that area but give option to the department to at least select adjoining panchayat.
This unique model of governance was used to take all the Government schemes to the ground level and then get their social audit conducted to ensure their benefits reach the deserving beneficiaries.
By adopting such type of innovative initiatives, Kishtwar was ranked number-1 in elections too in terms of highest percentage of poll despite tough challenging terrain and harsh climatic conditions
To ensure that the officers work with honesty and commitment, their files were maintained separately by the DDC Kishtwar for seeing their progress and conduct in addition to maintaining their leave accounts.
But after the DDC Kishtwar got to know that 19 of the deployed officers didn’t bother to visit their panchayats, he has now called their explanation, seeking their response on the matter for dereliction of the duties.
