DDC reviews establishment of EOC

UDHAMPUR, Aug 28: District Development Commissioner, Udhampur, Dr Shahid Iqbal Choudhary today reviewed the progress on establishment of Emergency Operation Centre under SDRF as per Disaster Risk Reduction (DRR) protocol at the district headquarters and strengthening of disaster relief & rescue officers at Sub-Division and Tehsil level. The fully-equipped EOC is expected to be in place in two weeks.
The DDC also elaborated upon the SOP for relief distribution protocol under which it has been made mandatory in the district for disbursement of relief within 24 Hrs in cases of loss of life, injury, damage of house and vital household belongings after inspection by SDM headed inter-departmental committee.
The Emergency Operation Center (EOC) functioning round the clock will serve as an umbrella organisation for coordinating disaster rescue, relief and rehabilitation and will have members from all essential services. Equipped with latest communication devices the EOC will also have a store of disaster rescue equipment and relief material. A committee headed by Joint Director Planning has finalized the professional manpower to man the EOC round the clock.
SOP related to immediate rescue and relief was elaborately discussed in the meeting which provides for coordinated rescue efforts and establishment of relief camps having proper accommodation, drinking water, power supply, health counter, emergency unit, anganwadi center, ration store, lighting and other basic requirements. Procedure to be adopted for effective rebuilding plan and progress achieved on mainstreaming disaster risk reduction in development plan was also discussed.
A contingency plan has been prepared for prompt response in cases of natural disasters. Disaster risk mapping, capacity building at district headquarters and cutting edge level, resource availability and gaps, operationalisation of disaster management store, inter-agency coordination, infrastructural gaps, funding, convergence of schemes and resources, community participation and other important issues were discussed in the meeting.
Joint director Planning, Rakesh Jamwal, ACR, Rajeev Magotra, ACD,  Dhananter Singh, GM DIC Neelam Khajuria, CMO Dr Arun Sharma, PO DRDA Dr Jagdish Mehra, DIO, DIO NIC, , X-En PWD, X-En PDD, X-En PHE, Dy Controller Civil Defence and senior officers from the various departments were present in the meeting.
