Administrative restructuring of Srinagar Metropolitan Region being part of Srinagar Master Plan 2035 is well advised as that would lead to decongesting the city by taking steps like shifting of major offices and institutions to different locations in the city outskirts . We would add, subject to being found feasible by experts that a Mini Secretariat could be mooted to be built to house most of such offices and institutions at one place to save on the land , cost of shifting and relocating premises besides being staff and public friendly. Looking to the unlimited strain on limited supply or availability of land, taking such measures is extremely important. Otherwise also, the plan envisages shifting of the secretariat depending upon the recommendations of the committee set up by the Government but all department, offices and institutions obviously cannot be put in the secretariat alone.
Several highest order health and educational institutions housed in Srinagar city too need to be reviewed under the said Plan in respect of shifting them elsewhere and in consonance with consolidation of all district level offices. Likewise, other departments and officers to different places but out of the core city under the said Master Plan look not only workable but required as per the needs. However, the same needs to be seen in terms of implementation which requires a time bound strategy involving targets oriented approach and massive funds. Meanwhile, there has been never a need felt so imperative as now about adopting a single-window system for issuing permissions to desirous persons for building houses etc.
