JAMMU, Dec 26: A delegation of Ring Road Kissan Sangharsh Samiti led by its President Rajinder Singh Chib, met Governor Satya Pal Malik at the Raj Bhavan here today.
The delegation sought Governor’s intervention in considering “Private Negotiation Committee” provision instead of resorting to compulsory acquisition of land at Stamp Duty Rates for Jammu Ring Road project and thereafter considering providing extended benefits to farmers and consideration of Land Acquisition, Rehabilitation and Resettlement Act of 2013; ascertain the prevailing market rates of land by qualified committees with representatives of land loosing farmers from each concerned village; compensate farmers loosing 50 % or more of their land by state land in the same village, besides duly constructed houses and guarantee of jobs to members of family whose land is being acquired; all farmers in possession of land irrespective of ownership or allotment should be provided land in lieu of land as per provision of Central LARR Act of 2013; where orchards and Social Forest are coming in alignment first preference needs to be given to the transplantation of fruit trees and they should be looked after by NHAI till their acceptance by soil, failing which farmers should be compensated as provided in the Green Highways (Plantation and Maintenance) Policy 2015; treat central projects as per Central REFCLARR Act of 2013 in the matter of rehabilitation and provide compensation 4 times of the market price as is being paid in rest of the country; Zabrana should be raised to 100 %.
Governor assured the delegation due examination of its demands.
A delegation of Ladakh Autonomous Hill Development Council Leh, led by its Chief Executive Councillor, Jamyang Tsering Namgyal also met Governor.
Namgyal expressed his gratitude for sanctioning Cluster University for Ladakh; Govt. Degree College for Khaltsi and up gradation of District Hospital Leh to 300 beds.
He also apprised Governor about certain matters relating to arrangements being made for the visit of His Holiness the XII Gyalwang Drupka to Nobra on December 31, 2018.
R.S. Chib, former Minister also met Governor and discussed various issues relating to the implementation of developmental programmes in R.S Pura area, problems faced by farmers living near the LoC, issues relating to agricultural activities in this border area and development of the border tourism in this area.
Governor urged Chib to continue his endeavours for the growth and advancement of his area, on all fronts.
