Delimitation of Panchayats not fair: Manohar

KATHUA,  Mar 7:   Senior Congress leader and former MLA Billawar, Dr Manohar Lal Sharma  strongly criticized the way in which the present Government is doing the delimitation of Panchayats  and creation of more wards by  bifurcation of the present  wards without adopting due procedure and proper consultation of the people and the representatives of the Panchayats.
In a press statement issued here today, Dr Sharma said that  this exercise of delimitation  should be conducted independently through an  independent Delimitation Commission, which will conduct comprehensive exercise by consulting all stake holders of the Panchayats as per the procedures adopted by the  previous governments by constituting a Delimitation Commission.
Dr Sharma strongly objected  on taking  population census  of  2011, instead to take the population and voter list count of 2017 because there is a huge increase in population as well as in voters number. There is gap of almost six years between 2011 to 2017 which counts to a huge increase in population as well. Dr Sharma  accused Government of  its non- seriousness and casual attitude towards this major fact.
Congress leader further took  serious note of the way in which `wardbandi’  is being conducted by bifurcating one ward in two without adopting any proper consultation, norms or criteria.
“This is not the delimitation of  Panchayats in real sense and the Government is doing all this in haphazard manner  to create an atmosphere of chaos and confusion in general public which is already in doldrums. The present exercise is mockery with the people of State and is only tool to achieve the hidden agenda of BJP PDP alliance,” Manohar said.
Dr Sharma advised Government to constitute an independent commission to complete this exercise taking the present population and voters into confidence.
