Depts fail to comply anti-graft measures; Govt sends reminder

NEW DELHI, Aug 8:
Irked over non-compliance of its directive regarding anti-graft measures, the Centre today issued a reminder to all ministries seeking details regarding progress on all pending disciplinary inquiries, work load and manpower deployment for vigilance work, among others.
The Centre had last month asked all departments under it to give details of various anti-corruption measures being taken up by the departments to further strengthen the vigilance mechanism.
“The departments were told to give their response by July end. However, most of the departments have not responded,” an official of the Department of Personnel and Training said.
He said only six departments—Department of Pension and Pensioners’ Welfare, Ministry of Youth Affairs and Sports, Ministry of Environment and Forests, Ministry of Law and Justice (Department of Justice), Department of Personnel and Training and Department of Consumer Affairs—have so far sent the desired details.
“The requisite information in the prescribed proforma from your Ministry or Department has not yet been received till date. It is, therefore, requested that the requisite information in the prescribed proforma may kindly be expedited,” a circular issued today by the DoPT said.
The action (for strengthening vigilance mechanism) came following a recommendation by the Group of Ministers (GoM) to check corruption which was accepted by the Government.
The Centre had in September last year advised the departments under it to strengthen the vigilance setup and consider, where appropriate, setting up of a monitoring cell to review and monitor the progress of all pending disciplinary inquiries on a day-to-day basis to ensure their timely conclusion.
“To assess the work load relating to vigilance administration…It has been decided to collect information relating to the strength of the present vigilance setup and volume of vigilance related work in various Ministries or Departments along with details of recent increase in staff strength for handling vigilance work from each Ministry or Department,” the DoPT had asked all departments through an official memorandum on July 17.
The departments were asked to give details by July end, including details of vigilance mechanism, disciplinary proceedings and prosecution sanction carried out by them in the past one and half years (between 2011 and June 2012), volume of vigilance work and their needs.
The Ministries were also asked to furnish details separately of vigilance mechanism in the public sector undertakings under their administrative control.
The Government will also try to gauge the adequacy of present vigilance administration in various ministries as also strengthening them adequately to meet the challenges posed by the ever increasing volume of vigilance-related work. (PTI)
