Highest pendency with UEED, SMC’s Sewerage & Drainage Div

Srinagar, June 19: Around 40 per cent of building permission cases submitted to various departments in Srinagar for the issuance of required No Objection Certificates (NOCs) in the last two years by the Srinagar Municipal Corporation (SMC) are lying pending with Sewerage and Drainage Division-I UEED and SMC’s Sewerage and Drainage Division-II having the highest pendency of such cases.
There are around 15 different departments that have to issue the NOCs to the cases submitted so that the SMC can further process such cases and issue the required building permissions.
However, due to undue delay in the issuance of the NOCs, the cases of applicants seeking clearance are witnessing enormous delay with the result the entire process is taking a hit and also makes room for the element of corruption to sneak in.
As per details available on the Housing & Urban Development Department’s web portal, from June 14, 2019, to June 14, 2021, over 11, 000 cases have been submitted to 15 departments out of which 7500 cases have been cleared while as over 4000 cases are still lying pending.
The departments that have to issue NOCs before building permission is granted to an applicant, include, Water Works Srinagar, Assistant Commissioner Revenue, Sewerage and Drainage Division I UEED, Chief Town Planner, R & B, Traffic Department, LAWWDA, Srinagar Development Authority, Water Supply Master Plan Srinagar, PDD, Assistant Commissioner Nazool, Sewerage and Drainage Division II SMC, City Drainage Division SMC, Joint Director Fire and Emergency Services and Irrigation & Flood Control.
As per further breakup, a total of 1913 have been submitted to Water Works Srinagar from June 14, 2019, to June 14, 2021, out of which 1853 have been cleared and 60 cases are still lying pending.
The highest pendency of cases is with the Sewerage and Drainage Division I UEED where 1916 cases have been submitted during the period and all are lying pending.
Out of 183 cases submitted to the R&B, 24 have been cleared, while 159 are pending. Interestingly, as per details, all the 7 cases submitted to LAWWDA during the period are lying pending till date.
Further, out of 1915 cases submitted to Water Supply Master Plan Srinagar, 1551 cases have been cleared while 364 are lying pending, 770 cases are lying pending with the PDD and at the same time, out of 1920 cases submitted for clearance, 1619 cases are lying pending with the Sewerage and Drainage Division II SMC, while as 803 cases are lying pending with the City Drainage Division SMC.
31 cases submitted to the Joint Director Fire and Emergency Services are all lying pending with the department, while 21 cases submitted to the Irrigation & Flood Control for the issuance of NOCs are also lying pending.
Commissioner SMC Amir Athar told Excelsior that the Corporation has compiled a list of departments with pendency and the progress with regard to disposing of the cases is being monitored.
“We have compiled the lists of pending NOCs with the different departments and we are sending the lists to them on weekly basis. We have also created a system of monitoring the progress of the building permissions on daily basis,” he said, adding that a weekly report card is also prepared.
