JAMMU, Jan 21: Government order for cancellation of all kinds of attachments and deployment of teaching cadre in the School Education Department with immediate effect has pushed several schools, particularly in Jammu district, in a deep trouble at the peak of academic session when annual examinations are approaching nearer.
Consequent upon compliance of the detachment order, issued by Commissioner Secretary School Education on January 15, a large number of Masters, Teachers and Lecturers have been relieved from the schools where they were deployed for taking classes of different subjects.
There are also reports that some attached Masters and teachers have proceeded on leave since their detachment to the original place of posting.
As per the latest official figures, 348 Masters, 64 Teachers and 14 Lecturers have so far been relieved from various schools and institutions in Jammu district since issuance of the Government order for cancellation of all kinds of attachments and deployment.
Contrary to the general impression that such a huge number of teachers were managing their deployment/attachment in Jammu to avoid duties in other districts, the reality is, however, not so as maximum number of the deployed/attached Masters and Lecturers are those who were repatriated to their home districts last year after serving a complete tenure in other districts, such as erstwhile Doda, Poonch, Rajouri etc.
For example, out of 348 Masters, who were deployed in various schools of Jammu district and have been relieved now, only 18 had been posted at various places while 330 of them were without posting since their repatriation to Jammu after completion of tenure in other districts, sources explained.
At the time of their repatriation to the Home district last year, these Masters were asked to report to the Chief Education Officer Jammu and were not posted anywhere in Jammu since then because of non-adherence of the transfer policy by the concerned authorities in School Education Department.
To utilize the services of these Masters, the CEO office Jammu ordered their deployment, depending upon the requirement in different schools where they were taking classes of their respective subjects.
However, sudden cancellation of all the deployments and attachments following the Government order in this regard has disturbed studies of the students at peak of the academic session when only two-three months are left for the holding of annual examinations.
Schools in Jammu district are the worst sufferer in this respect as the number of deployed/attached Masters, Lecturers and Teachers is highest here, followed by Kathua and Samba while in Kashmir valley, the schools are presently closed on account of winter vacations.
In Samba, seven Lecturers were deployed in different schools after their repatriation to the home district and all of them have been relieved while in Kathua, where the number of repatriated Masters without posting was 115, the Chief Education Officer did not cancel their deployment and let them continue taking classes in different schools thus avoiding an adverse affect on the studies of students to some extent.
However, 26 Teachers, six Masters and two Lecturers in the district, who were posted in different places but attached to other institutions, have been detached and sent back to their original place of posting, CEO Kathua Thoru Ram informed the Excelsior.
According to Director School Education, Jammu, R A Inqlabi, necessary directions have been issued for compliance of the Government order on detachments in letter and spirit in a stipulated time and if any problem arises with respect to affect on studies or genuine cases of attachment on medical ground etc, the authorities would look into the matter.
