‘Ensure timely submission of UCs for funds’
Calls for coordinated efforts to curb drug menace

JAMMU, Dec 16: Chief Minister Omar Abdullah today said development in Jammu and Kashmir was affected to some extent this year due to back-to-back elections but the officers have now been directed to give pace to the works in remaining three and half months of the current financial year.

In a brief chat with media persons after chairing review meeting of district Samba, Omar said this year developmental works suffered a bit due to two elections for which Model Code of Conduct had to be imposed.

“We have now directed the officers to give pace to the development in half of this month and three months of next financial year,” he said.
All five Cabinet Ministers and top officers of the civil administration including Chief Secretary Atal Dulloo attended the review meeting. Prior to this, the Chief Minister had reviewed development works and other issues in the border district of Poonch along with all Ministers and top brass of the administration.
He called upon the administration to ensure that developmental works are executed effectively at the ground level. He said efforts must also be on completing the works satisfactorily.
On the controversy over Congress MP Priyanka Gandhi Vadra carrying Palestine bag in the Parliament today, Omar avoided comments saying he hasn’t watched today’s Parliament proceedings.
“When I reaches Jammu and watch Television only then I will comment,” he told the questionnaire.
Responding to a question on working of the Government during the Lieutenant Governor and the present dispensation headed by him, the Chief Minister said this is a major question and can’t be replied here.
Omar paid tribute to tabla maestro Zakir Hussain who passed away in San Francisco Hospital at the United States last night saying his death has created cultural vacuum which will be difficult to fill. He said Zakir was winner of Grammy and all Padma Awards and has touched heights.
Stressing the importance of timely submission of Utilization Certificates (UCs) for funds to be allocated by the Central Government, the Chief Minister said: “When we approach the Central Government repeatedly-whether to discuss with a Minister or secure funds for Jammu and Kashmir-the common complaint is that UCs are not submitted on time. Prompt submission of UCs will ensure continuity of financial support and effective resource utilization.”
Omar noted the impact of the return of MLAs after 2018 saying with their return, public expectations and pressures have significantly increased.
“This requires a coordinated effort to address the people’s demands effectively,” he added.
Calling drug addiction a growing menace over the past decade, the Chief Minister emphasized coordinated efforts to curb its impact.
“Despite securing International Borders, the problem persists due to inflow from other areas. Addressing this issue at its source is critical for Jammu and Kashmir,” he said.
Omar assured action, stating that the DyCM has already directed the DCs and officers to address the issue promptly.
